Province VIII Ordinances

Ordinance 1 - Title
Sec. 1. This Province shall be known as Province VIII of Kappa Psi Pharmaceutical Fraternity, Inc.
Sec. 2. No additions to By-Law I, Sec. 2.

Ordinance 3 - Dues and Assessments
Sec. 1. Each Graduate Chapter shall pay annual per capita fees of $4.00 for each member of record as of October 1st of the calendar year, not to exceed a $125.00 maximum per Graduate Chapter. Each Collegiate Chapter shall pay annual per capita fees of $4.00 for each member of record as of October 1st of the calendar year. These fees must be payable to the Province Treasurer prior to the next Province meeting. These dues are for the period from the following January 1st to December 31st.

Ordinance 4 - Province Assemblies and Interim Meetings
Sec. 1. The Province shall meet twice yearly. The time, date and location shall be determined by the host chapter. The rotation schedule, starting spring 2006, will be Beta Nu, Beta Sigma, Epsilon, Delta Zeta, Gamma Kappa, Gamma Epsilon, Beta Chi, and Delta Psi. Any chapter may host jointly as they choose. The above order may be altered if a certain chapter wishes to host the assembly out of order. This request must be valid and also must be approved by a majority of the delegates at that assembly (where the request is presented), as well as the other chapters affected by the change in rotation. The Province VIII Planning Packet may be used to assist in the organization and planning of the Assembly in conjunction with the National Policy and Procedure Manual. The contents of the packets will be maintained biannually under the supervision of the Graduate Development Committee.

Ordinance 5 - Composition of the Province Assembly

Sec. 6. The Province will not reimburse any collegiate delegates.
Sec. 7. The Province shall pay the assembly registration fee of the Province officers. The Province will pay only the room expenses for the Province Supervisor or for one National Officer (in the absence of Supervisor) that is in attendance. The Province shall pay the registration fees for the Province Supervisor(s) and all National Officers in attendance. Any miscellaneous expenses not before mentioned can be allocated by a majority of the delegates.

Ordinance 6 - Officers: Election and Duties
Sec. 1. The Province Officers shall be Satrap, Vice-Satrap, Secretary, Treasurer, Historian, Chaplain, Province Supervisor(s) and when appropriate, GCC Delegate and Alternate Delegate.
Sec. 2. The Province shall hold elections during the second session of the Fall Assembly. Election of the offices of Vice-Satrap, Secretary, and Treasurer shall occur in even-numbered years; the election of the offices of Satrap, Chaplain and Historian shall occur in odd-numbered years. Nominations are to be made by a committee appointed by the Satrap during the first session, or they can be made from the floor. All candidates shall have five minutes to state their qualifications for the position to which they have been nominated.
Sec. 3. The duties of the Province officers shall be comparable to the functions of the Officers of the Grand Council as indicated in the Constitution and By-Laws of the Fraternity, with the following additions:
Sub-Sec. A. The duties of the Satrap shall include appointment of a Parliamentarian and committee chairpersons: Graduate Development, Editor of the Province Newsletter, Website Coordinator of the Province Internet page, Health Education Promotion Project.
Sub-Sec. B. The duties of Vice-Satrap shall include a detailed record of attendance at the current and previous assembly, and shall keep a permanent record of this data. A report of attendance will then be given at each provincial meeting during Officer reports. The Vice-Satrap shall also be an intermediate between chapters supplying information and ideas between the chapters. He/She shall keep the Province VIII Website Coordinator updated with current information.
Sub-Sec. C. The duties of Secretary shall include recording accurate minutes at each Province business meeting and distributing those minutes to the Regent of Collegiate chapters and Graduate chapters, the Central Office, each Province officer and all National officers in a timely fashion. These minutes shall be filed for future referral. He/She also shall keep a current list of contacts including phone numbers, addresses and e-mail addresses, and assure the distribution of such information to the Website Coordinator for updating the Province website. He/She will ensure the availability of a notary public to be at the province assembly prior to GCC to assist with proxy forms. The Province will pay fees associated with a new application or a service charge.
Sub-Sec. D. The duties of Treasurer shall include maintaining accurate records of the Province VIII finances. He/She shall notify each chapter with an invoice as to the amount owed by September 1st.
Sub-Sec. E. The duties of the Chaplain shall include leading the Province in spiritual reading during the meeting and banquet. He/She shall also review the Province By-Laws and prepare and submit proposed amendments at Province business meetings. By-Laws shall be sent to Province officers, Regents of Collegiate chapters and Graduate chapters and to the Grand Counselor after changes are made.
Sub-Sec. F. The duties of the Historian shall include sending articles to The Mask after every meeting. The Historian shall also keep in his/her records of each Mask published. A summary of conclave weekend shall be put on the Kappa Psi e-mail list server within one week of the meeting. If no access to on-line service, the summary will be given to someone who can post it. He/She shall take pictures during the weekend and use these in the Officer report slide show at the next meeting.

Ordinance 7 - Committees
Sec. 1. The Province shall have the following standing committees: Executive, Legislative, Auditing, Province Assembly Planning, Graduate Relations, Resolutions, Health Promotion and Education/Philanthropy, Collegiate Development, Communication/Webpage, Risk Management, and Nominations.
Sec. 2. Province VIII shall donate to the Kappa Psi Foundation each year. The amount will be determined during the Fall Conclave. The Treasurer shall send the money to the Kappa Psi Foundation.
Sec. 3. No additions to By-Law VII, Sec. 3.
Sec. 4. No additions to By-Law VII, Sec. 4.
Sec. 5. The duties of the Committees shall be comparable to the duties of similar Committees of the Grand Council with the following additions:
Sub-Sec. A. The Executive Committee shall award one chapter The Traveling Trophy. The Traveling Trophy will be awarded at the Province banquet to the chapter with the highest percentage of their membership present at the Saturday morning business meeting and must be present in the room to be included. The Host chapter is not eligible for The Traveling Trophy.
Sub-Sec. B. The Graduate Relations committee shall award one chapter the Golden Peanut during the Province banquet. This award will go to the chapter with the most entertaining, informative and timely chapter report. All chapter reports must be given within 7 minutes to be eligible for The Golden Peanut.
Sub-Sec. C. The Graduate Relations committee shall award a Graduate Brother the Kappa Psi for Life Award. The Kappa Psi for Life Award recognizes a Graduate Brother who truly exemplifies that Kappa Psi is for life. This Brother leads by example and their continued active participation in Kappa Psi after graduation contributes to the growth and strengthening of the Province. This Brother helps to ensure that Collegiate Brothers establish deep roots in Kappa Psi and recognize their role in cultivating strong lifelong relationships with their Brothers during and between Province assemblies. This award is presented at each Province VIII Assembly banquet. To be eligible for this award one must be a Graduate Brother in Kappa Psi Pharmaceutical Fraternity and not currently be an Executive Committee member in Province VIII. The most recent recipient of this award evaluates each candidate and selects the recipient. The award consists of recognition with a traveling plaque.
Ordinance 8 - Delegate and Alternate Delegate to the Grand Council
Sec. 1. The Province Delegate and Alternate Delegate shall be elected at the Assembly directly prior to the Grand Council in the same manner as the Province Officers are elected.
Sec. 2. No additions to By-Law VIII, Sec. 2.
Sec. 3. The Province shall reimburse the Province Delegate the actual amount of a coach class, round-trip flight to the site of the Grand Council Convention, as well as pay the early registration fee for the Delegate.

Sec. 2. During the interim between Assemblies, amendment to these by-laws may be submitted by any Brother or Chapter to any member of the Province Executive Committee, who will then forward it to the Province Secretary for distribution to the Province Executive Committee. The Secretary shall then submit the motion to the chapters by e-mail with receipt confirmation. No action shall be taken on any proposed amendment until the subsequent Assembly.
